What Are The Roles Within Retrofitting?

In 2016 the process of developing a high-quality scheme for residential retrofit in the UK began. The Government-sponsored review, Each Home Counts , outlined 27 areas to improve the government’s and consumers’ confidence in domestic retrofit. One of the 27 recommendations was for a government-endorsed high-quality scheme which is supported by an industry Code of Conduct, a Consumer Charter and a framework of technical standards for retrofit, which is known as PAS 2035/2030:2019. These new standards became a mandatory requirement on all Energy Company Obligation (ECO) projects in July 2021. This is fully supported by the Department for Business, Energy and Industrial Strategy (BEIS); PAS2035 sets out the specification standards for the best practice guidance for energy retrofit of domestic buildings. The new quality mark for the retrofi t sector is now TrustMark , for projects to comply, the installation of ECO measures requires the installers to be registered with TrustMark.
 
The Six Roles:
 
PAS2035 standards have introduced five new roles, and one was existing; Retrofit Advisor, Retrofit Assessor, Retrofit Co-ordinator, Retrofit Designer, and Retrofit Evaluator – with the existing role of the Retrofit Installer.
 
Retrofit Advisor
 
The Retrofit Advisor will be there to provide independent advice to homeowners.
 
Retrofit Assessor
 
A Domestic Energy Assessor (DEA) who will conduct an assessment of the property and provides the Retrofit Co-ordinator with the necessary data to make the right choices.
 
Retrofit Co-ordinator
 
The Retrofit Co-ordinator will manage the project from start to finish, ensuring that each phase is linked together. They are professionally accountable for protecting the homeowner and public interests.
 
Retrofit Designer
 
This may be an architect or other design professional who will provide input to ensure appropriate specification and detailing.
 
Retrofit Evaluator
 
A professional with the skills to understand why a project has not been delivered as expected.
 
Retrofit Installer
 
This will be a company that installs the measures that the Co-ordinator and Designer have specified need completing. They will also be responsible for testing and commissioning new systems and handing them over to the occupier or owner.
