As part of the Government’s Warm Homes Scheme, LivGreen partnered with Teign Housing to deliver a major retrofit programme across the Southwest, improving the energy performance of existing homes while creating meaningful benefits for residents. From initial planning through to installation and resident support, the programme demonstrates how effective partnership working can deliver high-quality retrofit at scale, helping reduce energy consumption, improve comfort and support the UK’s journey towards net zero.
Delivering High-Quality Retrofit Through Collaboration
Successful retrofit requires more than installing energy efficiency measures; it demands careful planning, specialist expertise and close collaboration between all stakeholders.
Working alongside Teign Housing, LivGreen has delivered a comprehensive retrofit programme that combines technical knowledge, quality-led delivery and meaningful resident engagement. This collaborative approach has helped ensure homes are improved with minimal disruption while maximising long-term benefits for residents and communities.
The project demonstrates how effective partnership working can accelerate the decarbonisation of housing stock and deliver sustainable improvements that make a real difference to people’s everyday lives.
Overcoming Challenges Through Expert Delivery
Every retrofit project presents its own unique challenges, particularly when working within existing homes and established communities. Delivering high-quality improvements requires careful planning, specialist knowledge and a flexible approach to ensure works are completed safely, efficiently and with minimal disruption to residents.
Throughout the Teign Housing programme, LivGreen's experienced project team has successfully navigated a range of challenges, adapting solutions to meet the needs of each individual property.
Ecological considerations have played an important role throughout the project, with measures taken to protect local wildlife and ensure works are delivered responsibly. Where bats, birds or other protected species have been identified, our teams have worked in line with relevant ecological requirements, implementing appropriate mitigation measures to support compliance and protect habitats.
Some properties have required additional preparation before retrofit measures could be installed, including addressing loft access issues, removing existing obstructions and strengthening roof structures to ensure they are suitable for solar panel installation.
External access has also required careful coordination, with teams managing overgrown vegetation and site conditions to safely reach walls, windows and roof areas while maintaining respect for residents' homes and surroundings. Alongside these property-specific challenges, the programme has required adaptability in response to changing weather conditions, ensuring safety remains the priority while maintaining progress wherever possible.
Building Trust Through Resident-Focused Delivery
A key part of the success of the Teign Housing retrofit programme has been LivGreen’s commitment to ensuring residents feel supported, informed and confident throughout their retrofit journey.
Throughout the Teign Housing programme, LivGreen’s dedicated Resident Liaison Team and Project Manager played a key role in ensuring residents felt supported, informed and confident at every stage of the installation process. By keeping in regular contact on site and being readily available throughout delivery, the Project Manager became a familiar and trusted point of contact for residents. This consistent communication helped build positive relationships, allowing residents to feel listened to and involved while works were taking place in their homes. LivGreen’s Project Coordinator working on the Teign Housing project said;
"Working on the Teign Housing project has been incredibly rewarding. As the main point of contact for residents, my priority is making sure they feel informed, supported and confident throughout every stage of the installation process. Seeing the positive difference these improvements make to people's homes and hearing their feedback first-hand is what makes this role so special. We're proud to work alongside Teign Housing to deliver a project that genuinely improves lives." – Cat Fletcher, Lead Project Coordinator, LivGreen
Every property and resident situation is different, and the team adapted their approach to ensure communication worked for each individual. From face-to-face conversations and site visits to telephone updates and digital communication, LivGreen ensured residents always had access to the information and support they needed. This personal approach helped identify and respond to resident concerns quickly, while ensuring their preferences and circumstances were considered throughout the programme. The Project Manager’s and Resident Teams commitment to being approachable, responsive and present on site helped create a smoother experience for residents and contributed to the excellent feedback received.
10/10 (Excellent)
“I had a very positive experience with LivGreen overall. The project manager was excellent, he ensured the work was carried out to a very high standard. My landlord also communicated with me throughout, and was present on site while the work was being done. He provided clear instructions for me which made sure everything was completed properly.
Importantly, the project manager took the time to listen to my input, particularly regarding the doors and carpet underlay, and ensured my preferences were taken into account. He also checked that I was happy with the finished work.
The workmen themselves were great – professional, efficient, and completed the jobs in a short time while maintaining a high standard. All work was clearly explained to me, which I really appreciated.
The scaffolding team were amazing. Despite there being no parking available, they remained positive, carried heavy materials to the property without complaint, and got the job done efficiently.
The solar panel and fan installation team were also excellent. They completed the work within the expected timeframe and cleaned up thoroughly afterward, overall, I am very pleased with how the work was managed and delivered. I am looking forward to enjoying the benefits of the new measures on my home.” - Teign Housing Resident

“I would like to give a heartfelt thank you for you to convey to your team who recently completed the installation on my property. The team involved were courteous and polite and very efficient, they explained what they were proposing to do and explained the reasons for it. The job was finished in the timescale they said it should take and they left everything tidy when completed. Once again, a big thank you for minimising the disruption and getting the job done.”

Creating Lasting Impact for Residents and Communities
The true measure of a retrofit programme is the positive impact it has on the people living in the homes being improved.
Through the partnership between LivGreen and Teign Housing, residents have benefited from improvements designed to create warmer, more comfortable and more energy efficient homes. Alongside improved living conditions, the programme is helping residents reduce energy consumption and manage household costs, with one resident sharing that their energy bills had reduced by around a third following the works.
By enhancing the performance of existing properties, the programme is helping address some of the key challenges facing the housing sector, including rising energy costs, the need to reduce carbon emissions and the importance of future-proofing homes for generations to come.
Beyond the physical improvements, the project demonstrates the importance of delivering retrofit in a way that puts residents at the heart of the process. Through dedicated support, clear communication and ongoing engagement, LivGreen has worked closely with residents throughout the programme, ensuring their needs, experiences and feedback have shaped the delivery approach.
The impact of these improvements has been significant, with one resident describing the retrofit works as a “life-changing experience” after seeing the difference they have made to their home and everyday living environment. This feedback reflects the wider value of retrofit, creating homes that are not only more energy efficient, but warmer, healthier and more comfortable places to live.
The Teign Housing programme is a fantastic example of how Government investment through the Warm Homes Schemeheme can enable meaningful change when combined with the commitment of housing providers and the expertise of specialist retrofit delivery partners.
The result is not only improved energy performance, but a positive retrofit experience that delivers lasting benefits for residents, communities and the wider ambition of creating a greener, more sustainable housing stock.
