Types of Funding Support

Grants for retrofit initiatives can come from various sources:

The Warm Homes Plan (WHP)

The Warm Homes Plan (WHP) is a UK government initiative aimed at improving energy efficiency and reducing energy costs for households, particularly by modernising heating systems and lowering carbon emissions. The scheme is part of a broader effort to address fuel poverty, promote sustainable energy use, and support the UK’s commitment to achieving net-zero carbon emissions by 2050.

Under the WHP, eligible households can access financial support or grants to upgrade insulation, install energy-efficient heating systems, and adopt renewable energy solutions such as heat pumps and solar panels. The initiative targets low-income families, elderly residents, and individuals living in poorly insulated homes who are at higher risk of fuel poverty.

Optimised Retrofit (ORP)

The Optimised Retrofit Programme (ORP) is a key initiative in Wales aimed at decarbonising existing homes through a whole-house approach to energy efficiency. Unlike traditional one-size-fits-all solutions, ORP takes a data-driven, tailored approach, using advanced monitoring and assessment techniques to identify the most effective retrofit measures for each individual property. The Energy Company Obligation (ECO)

The Energy Company Obligation (ECO) is a government-backed scheme in Great Britain (England, Scotland, and Wales) that aims to improve energy efficiency in homes, with a particular focus on vulnerable and low-income households. Introduced in 2013, the scheme places a legal obligation on larger energy suppliers to fund energy-saving measures that help reduce fuel poverty, cut carbon emissions, and lower energy costs for those most at risk of struggling to heat their homes efficiently.

Under the ECO scheme, energy suppliers are required to support the installation of energy-efficient home improvements. These measures help make homes warmer, more affordable to heat, and environmentally friendly. The funding is typically directed towards homeowners and tenants who meet specific eligibility criteria, such as those receiving certain government benefits or living in socially and economically disadvantaged areas.

 

Home Upgrade Grant (HUG)

The Home Upgrade Grant (HUG) is a government-funded scheme aimed at improving energy efficiency in off-grid homes, particularly for low-income households reliant on costly heating sources like oil, LPG, or electric heating. Administered by local councils, HUG provides funding for energy-saving upgrades to lower bills, enhance comfort, and cut carbon emissions.

Homeowners and private tenants can receive grants for insulation, low-carbon heating, smart energy controls, and solar panels. These improvements reduce energy costs, support net-zero goals, and help tackle fuel poverty, ensuring affordable and sustainable heating solutions for vulnerable households.
